The first decision: which marketplace, and why fee cards decide it
Both big UAE marketplaces publish their fees, and the differences are large enough to decide the launch. Amazon.ae's referral fees mostly sit between 4.5% and 15% depending on category, charged on the total price including shipping, with an AED 1 minimum. noon's UAE rate card runs higher at the top: apparel and footwear at 27%, bags at 20–25%, most home categories at 15%, and fees exclusive of VAT.
New brands get one more lever on Amazon: a 5% referral fee on the first 100 units of eligible new-to-Prime products for 120 days.

Worked example: one AED 200 apparel order, three channels
Fees only, from the published cards; fulfilment, returns and VAT on fees come on top. The ad cost line on your own store is an assumption to show the logic; use your own.
| Line | noon | Amazon.ae | Own store |
|---|---|---|---|
| Sale price | AED 200 | AED 200 | AED 200 |
| Referral fee | 27% = AED 54 | 15% = AED 30 | — |
| Payment gateway (~2.9%) | — | — | AED 5.80 |
| Ad cost to win the order (assumption) | 0 | 0 | AED 40 |
| Left before product, fulfilment, returns | AED 146 | AED 170 | AED 154.20 |
On a first order, the marketplace can be cheaper than buying the customer with ads. On the second order the picture flips: the marketplace charges its fee again, while a returning customer on your own store costs the gateway fee and a WhatsApp message. That's why we plan launches as marketplace for discovery, own store for repeat.
The launch plan in four tracks
| Track | Weeks 1–4 | Weeks 5–12 |
|---|---|---|
| Marketplace | Listings with full Arabic and English content, 6–8 images, A+ content where available | Reviews from first buyers, sponsored products on best sellers |
| Own store | Fast mobile store, Arabic product info, COD and card, WhatsApp button | Retargeting, email/WhatsApp flows for second purchase |
| Content | Product shoot: white background for marketplaces, lifestyle and short video for ads | Weekly UGC-style videos, customer content with permission |
| Ads | Meta and TikTok video tests with small budgets per creative | Scale winners; Google Shopping once reviews exist |
Agency benchmarks put UAE Reels CPM at AED 15–28, so an AED 3,000 test buys roughly 107,000–200,000 Reels impressions (3,000 ÷ 28 × 1,000 and 3,000 ÷ 15 × 1,000). Our Meta ads cost guide and TikTok ads guide have the details.

What nobody tells you
- Arabic is not optional. Federal Law 15 of 2020 requires consumer-facing information, ads and invoices in Arabic, as summarised by Schroer Digital, and Cabinet Decision 66 of 2023 sets a AED 100,000 fine per violation. Translate product pages properly; machine translation of sizes and care instructions causes returns. See our Arabic language guide.
- Launch discounts need a licence. Announcing discounts by any means requires a prior licence under the same Cabinet Decision; in Dubai the DET permit applies. Our promotion permit guide explains the fees.
- Fees on noon exclude VAT. Both marketplaces add 5% VAT to their fees. If you are not VAT registered, it is a real cost.
- Influencer unboxings are ads. Creators who get free product need an NMA Advertiser Permit.
- Legal pages and data. An online store needs terms, returns and a privacy policy; our e-commerce legal requirements guide lists them.
Content: one shoot, three uses
Marketplaces want clean white-background images and specific angles. Ads want people using the product in the first second. Your store wants both, plus video. Plan one shoot that covers all three: packshots, lifestyle, and 10–15 short vertical clips. Our product photography cost guide has market prices.

Vladimir Chernyshev, GM: the marketplace rents you customers
Opinion. A marketplace is the fastest way to a first order in the UAE and the most expensive way to a tenth one. Pretty packshots on Amazon won't build a brand. The brands that last run a system from day one: a store they own, Arabic content done properly, ads that test video creatives quickly, and WhatsApp follow-up that brings the buyer back without paying the marketplace again. Our Moldova meat producer cut its deal cycle from three months to three weeks with the same idea of owning the customer conversation (results on our home page).
