TikTok ads and TikTok Shop in the UAE: what works in 2026

Two athletes with suspension straps in a smoky studio

TikTok Shop is not open to UAE sellers: on 13 October 2026 the region list on TikTok's seller site did not include the UAE, although several agency guides say otherwise. TikTok ads do run in the UAE, with official minimums of USD 50 a day per campaign and USD 20 a day per ad group, per TikTok's budget help page. We found no reliable UAE CPM figure: agency claims range from AED 10 to AED 95.

TikTok Shop: not open to UAE sellers

If you searched "TikTok Shop UAE", you probably found guides with onboarding steps, fees and 90-day launch plans. We checked them against TikTok's own site and they don't hold up.

On 13 October 2026 the region selector on TikTok's seller site listed three markets in the Americas (US, Mexico, Brazil), Global Selling and seven Asian markets (Philippines, Singapore, Thailand, Vietnam, Indonesia, Malaysia, Japan), and nine in Europe. The UAE was not there, and Saudi Arabia wasn't either. A market list checked on 13 August 2026 reached the same result, and one Dubai agency rewrote its own guide in September 2026 after it couldn't confirm a UAE launch.

Where sources disagree

SamVertex, May 2026"Arrived in the UAE in 2024"

We go with TikTok's own page. A market cannot open for registration without appearing in that list. If someone offers to set up a UAE TikTok Shop for a fee, ask them to show you the UAE option on seller.tiktok.com first.

What you can do today: show products in organic videos and ads, and close the sale on your website, in WhatsApp or in Instagram.

TikTok ads: budgets from TikTok's own help pages

The ads side works in the UAE. Redseer's report on TikTok in the UAE, published in July 2026, counts more than 70,000 UAE small and medium businesses advertising on the platform.

TikTok's budget help article, updated July 2026, sets these floors:

Budget typeCampaign levelAd group level
DailyMore than USD 50More than USD 20
LifetimeMore than USD 50Number of days × USD 20 (31 days = USD 620)

The same page asks you to raise budgets by no more than 40% at a time during the learning phase and 30% after it, and no more often than every two days.

What that means for a first test: one campaign above USD 50 a day, split into two ad groups of at least USD 20 each, run for 14 days, costs at least 50 × 14 = USD 700 in media, before any content. Two weeks is our habit, not a TikTok rule.

One Dubai agency blog claims a minimum of AED 1,500 a day for standard campaigns. TikTok's page says otherwise, so ignore that figure.

What TikTok ads cost: no reliable UAE number

TikTok publishes no country prices, and we found no independent dataset for the UAE. What exists are agency blogs, and they disagree by a factor of three:

SourceUAE TikTok CPM claim
Big AL ConsultingAED 10–30, average AED 18
AdgrowAED 12–38
LeadsDubaiAED 15–40
MarkamoAED 15–45
Hikmah AIAED 25–55
DigitecultraAED 22–95

None of these pages shows how many campaigns or what period the numbers come from. A benchmark site that does publish methodology lists the UAE as "verified data pending". Most of the agencies call TikTok cheaper than Meta; Hikmah AI calls it more expensive.

Our advice: run a two-week test at a budget you can afford to lose and judge by cost per lead or per sale. On TikTok the creative moves the price more than targeting does, so plan for several videos, not one.

Ad policies that bite in the UAE

TikTok's advertising policies have market-specific sections. For the UAE the ones that most often stop a campaign:

  • Financial services. Allowed only if you are licensed by local authorities and the ad is limited to users 18+. Crypto ads need a trade licence covering virtual-asset business. Debt consolidation, credit repair and get-rich-quick schemes are out.
  • Healthcare. For the UAE, prescription medicines are not allowed; clinics and OTC products need proof of approval from the local regulator and an 18+ audience.
  • Alcohol. TikTok follows local law and requires licences from the regulator (alcohol policy). UAE federal media rules ban alcohol and smoking ads; see our alcohol and shisha guide.
  • Language. For the UAE, TikTok leaves the ad language to you but expects the landing page in a language the viewer understands. A multi-market ad group must only target markets that match the language of the ad (ad format policy). A Russian-language video for Russian speakers in Dubai fits, as long as the landing page is in Russian too.

Spark Ads and creators

Spark Ads let you run an organic post as an ad, either from your own account or from a creator's account with their authorisation. Likes, comments and follows stay on the original post. Videos up to 10 minutes can be sparked, and you choose how long the authorisation lasts.

When a creator posts for your brand, two sets of rules apply at once:

  1. TikTok's. The creator must switch on the content disclosure setting. The post then shows "Paid partnership". A hashtag like #ad on its own does not meet the Branded Content Policy. If the creator tags you as brand partner, TikTok grants ads authorisation for 60 days by default.
  2. The UAE's. Since 1 February 2026 anyone advertising on social media from the UAE needs an NMA Advertiser Permit, paid or free. A creator visiting from abroad needs a visitor permit of up to three months, applied for through a licensed agency. Our Advertiser Permit guide explains the fines.

Put the permit number, the disclosure duty and the Spark Ads authorisation period in the creator contract. Agency rate cards for UAE creators are compared in our guide to SMM costs in Dubai.

When TikTok is worth testing

TikTok fits products that sell on video: food, beauty, fitness, cars, events, gadgets. It works badly for a business that needs a long explanation or sells to a narrow B2B list. Before you spend:

  • Budget for content, not only ad spend. You need several vertical videos a month, and the first ones rarely win. Our reels production page covers what we shoot.
  • Send traffic where you can close: a fast landing page or WhatsApp.
  • Track with the TikTok pixel or events and UTM tags, and compare cost per lead with Meta. Our guide to what Meta ads cost in the UAE has those benchmarks.
  • Don't plan on TikTok Shop until the UAE appears on TikTok's seller site.

Questions people ask

Can a UAE business open a TikTok Shop?

Not according to TikTok's own seller site. On 13 October 2026 its region selector listed the US, Mexico, Brazil, Global Selling, seven Asian markets and nine European ones, but not the UAE. Some agency blogs describe UAE onboarding in detail; we could not match that to any TikTok page. Sell through TikTok videos and ads that lead to your website or WhatsApp.

What is the minimum budget for TikTok ads?

TikTok's help centre, updated July 2026, requires a daily budget above USD 50 at campaign level and above USD 20 per ad group. A lifetime ad group budget must be at least the number of days times USD 20, so a 31-day ad group needs USD 620. One Dubai agency blog claims AED 1,500 a day; that contradicts TikTok's own page.

How much does TikTok CPM cost in the UAE?

There is no reliable figure. Six Dubai agency blogs publish ranges from AED 10–30 to AED 22–95 per 1,000 impressions, and one benchmark site lists the UAE as 'verified data pending'. Run a small test and use your own numbers.

What are Spark Ads?

Spark Ads turn organic TikTok posts into ads, either from your own account or from a creator's account with their authorisation code. Likes, comments and follows go to the original post. Videos up to 10 minutes can be used.

Does a creator in Dubai need a permit to make TikTok ads for my brand?

Yes. Since 1 February 2026 anyone advertising on social media from the UAE needs an NMA Advertiser Permit, paid or not. Visiting creators need a visitor permit through an accredited agency. On TikTok the creator must also switch on the content disclosure setting so the post shows 'Paid partnership'.
