How much do Meta ads cost in the UAE: CPM, CPC, CPL and VAT

Model next to rental supercars in the desert

Meta CPM in the UAE averaged about USD 15.8 from July 2025 to July 2026 in Superads' dataset, while BIMO puts the usual UAE range at USD 6.5–12. If your Meta account has a UAE address and no Tax Registration Number, Meta adds VAT on top of every ad purchase. There is no official price list: the auction sets your cost.

Benchmarks: what the published numbers say

Meta publishes no country prices. You pay what the auction sets for your audience, creative and objective at that moment. Everything below comes from tool vendors and agencies, checked on 13 October 2026.

Where sources disagree

  • Level. Superads' USD 15.8 average sits above BIMO's whole UAE range of USD 6.5–12. They measure different accounts: BIMO describes e-commerce accounts, Superads all industries.
  • Labels. Superads' page header says "October 2025 – September 2026" while its text describes July 2025 to July 2026. We quote the period the text uses.
  • Currency. Superads gives CPC without a currency sign. Its CPM is in USD, so the CPC is most likely USD too, but the page doesn't say.

Cost per click and cost per lead by industry

For a business owner, cost per lead matters more than CPM. One agency, 23hublab, publishes UAE ranges for well-optimised campaigns:

IndustryCost per lead or inquiry
Off-plan residential, AED 800K–2MAED 80–250 per form lead; AED 150–400 per qualified lead
Luxury residential, above AED 3MAED 200–600 per inquiry
Cosmetic and aesthetic clinicAED 80–200 per consultation inquiry
General dentalAED 40–90
Online course (AED 500–3,000)AED 25–70
SME-focused SaaSAED 60–150

BIMO gives e-commerce CPCs in USD: fashion 0.45–1.20, beauty 0.60–1.80, electronics 1.20–3.50, luxury accessories 2.00–5.50. We found no second source for UAE cost per lead, so treat the table as one agency's view. A form lead and a qualified lead are different things, and the gap between them is your sales team's work.

What drives your cost

Meta runs an auction for every impression. According to Meta's own explanation, the winning ad has the highest total value, which combines your bid, Meta's estimate of how likely the person is to take the action you optimise for, and ad quality. In practice five things move your price:

  1. Audience. Narrow, wealthy audiences cost more. BIMO's table gives luxury CPMs of USD 18–32+ against USD 7–12 for food and beverage.
  2. Objective. Optimising for purchases or leads costs more per impression than optimising for reach, because Meta shows the ad to fewer, more likely people.
  3. Placement. Reels and Stories run cheaper than the Instagram feed in 23hublab's figures.
  4. Creative. A weak ad gets a low quality and engagement estimate and pays more for the same audience. New creatives every few weeks keep the price down.
  5. Season. See the Ramadan and Q4 section below.

VAT on Meta ads for UAE businesses

Meta's tax help page states: since 1 August 2019, if the "Sold To" address on your account is in the UAE and you haven't added your Tax Registration Number (TRN), Meta adds VAT at the applicable local rate to your ad purchase. The UAE standard rate is 5% per the Federal Tax Authority guide.

Your situationWhat happens
VAT-registered, TRN added in MetaMeta charges no VAT; you self-account for it under the reverse charge and usually recover it as input tax
VAT-registered, TRN not addedMeta charges VAT; add the TRN to stop it
Not registered (below the AED 375,000 mandatory threshold)Meta charges VAT, and you usually can't recover it, so it's a real cost

Two details from Meta's VAT page: your daily budget does not include VAT, so the total charge can exceed the budget, and the right registration status is a question for your tax adviser. The FTA guide explains when the reverse charge applies.

Worked example: what AED 3,000 a month buys

Take a AED 3,000 monthly budget on Instagram Reels and the published ranges above. This is arithmetic on agency benchmarks, not a forecast for your account.

StepCalculationResult
Impressions at Reels CPM AED 15–28 (23hublab)3,000 ÷ 28 × 1,000 and 3,000 ÷ 15 × 1,000about 107,000–200,000
Clicks at traffic CPC AED 1.50–4.503,000 ÷ 4.50 and 3,000 ÷ 1.50about 670–2,000
Off-plan form leads at AED 80–2503,000 ÷ 250 and 3,000 ÷ 80about 12–37
Charge if you have no TRN on the account3,000 + 5% VATAED 3,150

The last line is the one people miss. A business below the VAT threshold pays AED 150 a month that it can't recover, and its real cost per lead is 5% higher than Ads Manager shows.

Minimum budgets

Meta's Marketing API documentation lists minimum daily budgets per ad set with automatic bidding:

Billing eventMinimum daily budget
ImpressionsUSD 0.50
Clicks, likes, video viewsUSD 2.50
Low-frequency actions (app installs, offer claims)USD 40

The UAE is not among the countries where these figures double. A third-party currency tool shows higher floors of USD 1, USD 5 and USD 40, or AED 3.69, AED 9.23 and AED 73.78. The two sources conflict on the first two tiers; the number Ads Manager shows when you create the ad set is the one that counts.

A minimum lets the ad run, nothing more. On any single day Meta may spend up to 75% over your daily budget without going over its weekly spending limit for the ad set.

Ramadan and Q4: the data conflicts

Agencies agree that UAE prices peak around the autumn sales and the turn of the year. Superads' monthly data peaks in September–November 2025 at up to USD 23.52, and 23hublab reports White Friday CPMs 40–65% above the pre-sale baseline.

Ramadan is where the sources split:

SourceRamadan effect on UAE CPM
BIMO+68%
23hublabAED 38–75, 45–70% above normal
Superads, 2026 dataCPM fell USD 11.62 from February to March 2026

Ramadan 2026 began on 18 February, so most of it fell in March, the month Superads shows as one of its cheapest. The agencies give no period or sample for their Ramadan figures. Questions people ask

What is the average Meta CPM in the UAE?

There is no official average. Superads' dataset gives about USD 15.8 for July 2025 to July 2026, with a monthly low of USD 8.92 in May 2026 and a high of USD 23.52 in November 2025. BIMO puts the usual UAE range at USD 6.5–12. 23hublab gives AED 15–40 depending on placement.

Does Meta charge VAT on ads in the UAE?

Yes, if your 'Sold To' address is in the UAE and you haven't added your Tax Registration Number to the ad account, Meta adds VAT at the local rate, which is 5%. With a TRN, Meta doesn't add it and you account for VAT yourself under the reverse charge. Your daily budget does not include VAT.

What is the minimum daily budget for Meta ads in the UAE?

Meta's Marketing API documentation sets USD 0.50 a day for impression-billed ad sets, USD 2.50 for clicks and video views and USD 40 for low-frequency actions such as app installs; the UAE is not on the list of countries where these double. One currency tool shows higher figures, USD 1 and USD 5, so check the minimum Ads Manager shows for your account.

How much does a lead from Meta ads cost in the UAE?

It depends on the industry. One agency's benchmarks give AED 80–250 per form lead for mid-market off-plan property, AED 80–200 for cosmetic clinic inquiries, AED 40–90 for general dental and AED 25–70 for online courses. Treat them as a corridor, not a promise.

Are Meta ads more expensive during Ramadan?

Sources disagree. BIMO reports CPM inflation of 68% during Ramadan and 23hublab 45–70%. Superads' monthly UAE data shows the opposite in 2026: CPM fell by USD 11.62 from February to March, when Ramadan 2026 ran. Plan for both and watch your own account daily.
