Marketing a Russian-speaking business in Dubai: 9 habits from Russia that don't work here or cost a fine

Wet Dubai street at night

The biggest difference for a business arriving from Russia is infrastructure and rules: in the UAE Google holds 93.47% of search against Yandex's 1.8%, customers message on WhatsApp rather than call, marketing messages without consent carry fines of AED 10,000–150,000, discounts need a prior licence and influencers need an NMA Advertiser Permit. The Russian-speaking audience is large, with more than 2.27 million visitors from Russia, the CIS and Eastern Europe in January–October 2025, but it's 15% of arrivals, not the whole market.

Why experience from Russia doesn't transfer one to one

A founder who sold well in Moscow or Almaty arrives in Dubai with habits that worked: Yandex Direct, messages to a database, "30% off today only", a blogger paid in barter, ads in one language. In Dubai some of these habits simply don't produce results, and some break the law.

A week-by-week first plan for a new business is in our 90-day marketing plan for a new business in Dubai. This guide covers only what's different.

Point by point

Search and maps. Yandex has 1.8% of UAE search. It can help with tourists planning from Russia; when it's worth it is covered in our Yandex guide. The foundation is Google: Search, Maps and a Business Profile with reviews.

Messengers. A lead here is a WhatsApp message, and speed decides. 65% of UAE residents messaged a business on WhatsApp in the past year. Telegram works for Russian speakers as media and an ad channel (see our Telegram ads guide), but deals tend to close on WhatsApp.

Messages to customers. The UAE telemarketing rules (Cabinet Resolutions 56 and 57 of 2024) cover marketing messages on messaging apps: consent, approved channels, sending hours and fines of AED 10,000–150,000. Details in our WhatsApp marketing rules guide.

Discounts and giveaways. Discounts need a prior licence; giveaways need a DET permit. Fees and fines are in our promotion permit guide.

Bloggers. Since 1 February 2026 nobody may advertise a UAE business without an Advertiser Permit, even for barter or a promo code. See our Advertiser Permit guide.

Language. Russian-language social ads to your audience are allowed, but consumer information, contracts and invoices must be in Arabic, with a fine of AED 100,000 per violation. See our Arabic language guide.

Forbidden topics. Alcohol and smoking, shisha included, can't be advertised directly or indirectly; see our alcohol and shisha rules guide.

What nobody tells you: Russian speakers aren't the whole market

The Russian-speaking audience in Dubai is real: more than 2.27 million visitors, 15% of arrivals, came from Russia, the CIS and Eastern Europe in January–October 2025. But the other 85% of arrivals and most residents speak other languages. A business that works only in Russian cuts off most of its market. We usually build a bilingual setup: Russian where trust between "our people" decides, English and Arabic wherever growth is needed. How expats really look for services is in our guide on how expats find services in Dubai.

Opinion. Many founders arrive thinking "our Instagram is strong, so we'll be fine". Pretty content isn't a strategy, and Instagram alone isn't a system. In Dubai a customer finds you on Google Maps, messages on WhatsApp, expects an answer in minutes, reads your site in English and checks reviews. If one link breaks, the lead goes to a competitor. We build the whole chain: Google, website, WhatsApp with AI replies, content, ads and CRM. That's how our auto service chain project in Russia lifted conversion from 34% to 61% (results on our home page); in Dubai the logic is the same, the rules are different.

Questions people ask

Do I need Yandex to promote a business in Dubai?

No, not as a main channel. Google has 93.47% of UAE search and Yandex 1.8% (September 2026). Yandex can reach Russian tourists planning trips from Russia, but the foundation is Google Search, Google Maps and a Business Profile.

Can I send WhatsApp promotions to a customer database in Dubai?

Only with consent. UAE telemarketing rules cover marketing messages on messaging apps: opt-in, approved channels, sending hours, and fines from AED 10,000 to AED 150,000.

Can I just announce a discount on Instagram?

No. Federal Law 15 of 2020 and Cabinet Decision 66 of 2023 require a prior licence before announcing discounts by any means. In Dubai the permit comes from DET.

Can I advertise only in Russian?

Russian-language social ads for your audience are possible, but consumer information, contracts and invoices must be in Arabic, with other languages allowed alongside.

Does a blogger need a permit to advertise my business?

Yes. Since 1 February 2026 anyone advertising a business from the UAE for money, barter or a promo code needs an NMA Advertiser Permit. Check the number before paying.
