Will a person promote a brand, product or event on social media from the UAE — for money, barter, free products or a promo code?
Will you film video or photo in Dubai?
Will you use a drone?
Are you advertising a property in Dubai (listing, post, reel, story)?
Are you advertising a clinic, doctor or medical service?

How to use the checker

Answer the questions about your project; the checklist updates as you go. Follow-up questions appear only when they matter: for example, the residency question shows up only if someone will advertise and the exemptions don't apply. Every result links to the official source, or to the best available legal summary where the regulator page isn't public, and to our longer guide.

The permits Dubai businesses run into in 2026

  • NMA Advertiser Permit. Mandatory since 1 February 2026 for anyone who advertises on social media to a UAE audience, including barter and promo codes. Free for residents for the first 3 years, then AED 1,000 a year. Fines go up to AED 1,000,000.
  • DFTC filming permit. AED 520 per application plus AED 2,500 for a government location.
  • Drones. A GCAA operator authorisation, DCAA registration in Dubai and security clearance for the camera.
  • Property ads. A Trakheesi permit with a QR code on every listing, AED 1,000 + AED 20; fines from AED 50,000.
  • Clinics. DHA standards and a MOHAP medical advertising licence number on the account.
  • Music in venues. A public performance licence from 1 December 2026, from AED 1,500 a year for a café.
  • WhatsApp marketing. Opt-in, local numbers and sending hours under Cabinet Resolution 56/2024.

Two common mistakes

First, treating the Advertiser Permit as the whole cost. The permit is free for residents for three years, but it requires a trade licence for e-media activity: the SHAMS media package starts from AED 5,760 a year. Second, assuming the venue music licence covers your reels. It doesn't: music inside videos and ads needs sync rights from the rights holder or a stock library.

Not legal advice. We reviewed every rule on 13 Oct 2026 against official pages and law-firm summaries. Rules change, so check the official source before you act. Planning the shoot itself? Estimate it in the video production cost calculator.

FAQ

Do influencers need a licence in the UAE?

Yes. Since 1 February 2026 anyone advertising on social media to a UAE audience needs the NMA Advertiser Permit plus a trade licence for e-media activity. Owners promoting their own business are exempt.

Do I need a permit to film in Dubai?

For public and government locations, yes: a DFTC permit costs AED 520 per application plus AED 2,500 for the location. DFTC issues all filming permits in Dubai, including free zones.

Do I need a permit to fly a drone for a shoot?

Yes. Commercial drone filming needs a GCAA operator authorisation, a licensed pilot and security clearance for the camera; in Dubai the operator also registers with DCAA.

Does a restaurant need a music licence in the UAE?

From 1 December 2026, yes, if it plays music to guests: AED 1,500–6,000 a year for cafés and restaurants, AED 2,500–8,000 with a DJ.

Is this legal advice?
