What people describe
The rejections we found on r/dubai this year read alike. A videographer, three years in Dubai: "four rejections, no reason why just failed initial approval", two through DET's service centre and two "through a contact". A friend of another poster applied for a blogger licence and was "rejected due to a security check (they don't disclose the exact reason)". Others are stuck one step earlier, asking how to get the good conduct certificate at all.
"Failed initial approval" is a licensing step, not the NMA permit. That distinction decides what you do next.

Step 1: find which stage said no
The Advertiser Permit sits on top of a trade licence for an e-media activity. Two different authorities can refuse you.
| Stage | Who decides | What you see | Typical causes |
|---|---|---|---|
| Trade licence, initial approval | DET (Dubai mainland), another emirate's economic department, or a free zone | "Initial approval rejected" or pending with no comment | Security or GDRFA objection, identity mismatch, activity needing another approval, wrong legal form |
| Advertiser Permit | National Media Authority (NMA) | Rejection on the e-services portal, or no decision | Conditions in the NMA guide not met, wrong licence type, account name, training not done |
If the licence was refused
DET publishes no list of refusal reasons. Consultancies that file these applications describe the same causes (MirDXB Pro, START):
| Cause | Fix |
|---|---|
| Security or GDRFA objection on the applicant | Check your immigration record; correct mismatches; ask the authority for the reason in writing; consider a grievance |
| Identity data doesn't match (new passport not linked to the old unified number, name spelled differently) | Make passport, visa record and application identical; declare old passport numbers |
| Activity needs another regulator's approval and the shareholder is abroad | One consultancy reports that in early 2026 such applications were approved once the shareholder was in the UAE; this is their observation, not a published rule |
| Legal form doesn't fit the activity | Change form or activity, resubmit |
For a Dubai mainland decision, Article 33 of Dubai Law No. 13 of 2011 lets an affected person file a written grievance to DET's Director General within 30 days; a committee decides within 30 days and its decision is final. Free zones run their own processes.
One more check: the initial approval government fee is small, and one consultancy writes that only that fee should be kept if the approval is refused (Business Dubai). Ask any agent who charged you a package what is refundable.

If the NMA refused the permit
The NMA's own guide lists the conditions (NMA guide, PDF). Each one is a possible refusal reason:
| Condition | How it fails in practice | Fix |
|---|---|---|
| Valid licence for an e-media activity from an approved list | Licence for "photography" or "event management" only | Add an approved activity (e.g. advertising services via websites, social media marketing) |
| Free zone licence issued as a sole establishment | Company licence (FZ-LLC) with partners | Apply under a sole-establishment licence |
| 18+, full legal capacity | Under 18 without the guardian route | Minors 15–18 apply under a guardian's licence |
| Good conduct; no conviction for crimes of dishonour or breach of trust unless rehabilitated | No certificate, or an old case on record | Get the certificate: AED 220 from Dubai Police, AED 50 from MOI |
| No previous violation of media content standards | A past warning or fine | Ask the NMA whether it is closed; settle it |
| No licence revoked or ban from media activity | Earlier revocation | Only after the reasons for the ban are removed |
| No outstanding dues to the regulator | Unpaid fine | Pay and keep the receipt |
| Awareness and training programme completed | Training skipped | Complete it on the portal |
| Account name rules | Name uses God's names, a trademark without approval, a foreign entity's name or duplicates another account | Rename the account before reapplying |
Timing matters: the NMA reviews within three working days of a complete file, and if no decision is issued within 15 working days, the application is deemed rejected. The guide publishes no appeal procedure; write to the NMA through the portal or info@nma.gov.ae, quote your application number and ask which condition was not met.
What you can legally do while you wait
| Activity | Permit needed? |
|---|---|
| Promoting a business you own, from your own account | No (NMA guide) |
| Non-advertising content: education, entertainment, your daily life | No |
| Shooting or editing content for a brand that publishes it on the brand's account | Unclear in the guide, which covers individuals who "produce advertising content"; you need a licence to work either way, so confirm with the NMA |
| Paid, barter, gifted or affiliate posts for other brands on your account | Yes |
That matters for the Reddit videographer, who wanted to "post and promote my profile to get work". Promoting your own licensed business from your own account is the exempt case; advertising other brands on your account is not. You still need a licence or freelance permit to invoice clients. Check your exact case in our permit checker.
Advertising other brands without a permit is fined: a warning, then AED 20,000, then AED 50,000 under Cabinet Resolution 42/2025; the full table is in UAE media law fines.

What nobody tells you
"Through a contact" changes nothing. If the refusal comes from a security check, a different person submitting the same file gets the same answer. Spend the effort on the underlying record.
The licence form is the most common self-inflicted error. A free zone company licence with partners is not what the NMA guide asks for; it asks for a sole establishment.
Visitors have a separate route. A non-resident can only get a 3-month permit through an accredited agency.
Brands check you. Advertisers must contract only permit holders listed in the NMA's public database. A rejection means brands that follow the rules cannot pay you; see how brands check a creator's permit.
The full application process is in UAE Advertiser Permit 2026 and the licence routes in how to become a content creator in Dubai legally.
