How to become a content creator in Dubai legally: four routes and what each costs in year one

To earn from brand content in Dubai you need three layers: a UAE residence (or a visitor permit), a trade licence with an e-media activity, and the National Media Authority's Advertiser Permit, which is free for residents for the first three years. If you already hold a UAE visa, the cheapest published route is a SHAMS Media licence at AED 5,760 a year; if you also need your own visa, budget roughly AED 12,800–15,100 for year one.

Three layers, in this order

Every legal creator in Dubai stacks the same three things. Skip one and the other two do not help.

  1. Residence. A UAE visa of any kind (employment, family, freelance, investor, Golden Visa), or, for a short trip, a visitor permit.
  2. A trade licence with an e-media activity. The NMA's Advertiser Permit guide says applicants may take a commercial licence from any free zone for the electronic media activity, issued as a sole establishment.
  3. The Advertiser Permit from the National Media Authority (NMA). Since 1 February 2026 anyone who promotes a product, service or event on social media from the UAE needs it, paid or unpaid.

A visa alone does not let you advertise. A licence alone does not either. The permit is what the regulator checks.

Worked calculation: the GoFreelance route

GoFreelance is the one Dubai programme that, per Sarmat's line-by-line breakdown, publishes every setup line:

LineAED
Freelance permit, 1 year7,500
Establishment card2,000
Residence visa, 2 years5,042
Medical test, standard (Dubai Health)270
Emirates ID, 2 years300
Advertiser Permit, years 1–30
Total before health insurance15,112

Year two drops to the AED 7,500 permit renewal plus insurance, because the visa runs for two years. Compare that with the SHAMS route at about AED 12,810 with the owner's investor visa: Sharjah is cheaper on paper; a Dubai permit suits you if your clients or bank ask for a Dubai address. SHAMS publishes 1–2 working days for the licence and roughly 11–16 more for the first visa.

Step by step for a resident

  1. Pick the free zone and activity. Make sure the licence lists an e-media or content creation activity, issued as a sole establishment, as the NMA guide requires.
  2. Get the licence. Keep the PDF; the NMA asks for it.
  3. Apply for the Advertiser Permit online with UAE Pass. UAE Expert Hub's summary of the NMA FAQ puts the application at about 12 minutes and the decision at 3 working days.
  4. Put the permit number on your profiles. WAM's announcement requires it to be displayed clearly.
  5. Renew yearly. The permit is valid one year and is cancelled if not renewed within 30 days of expiry, per the same FAQ summary.

The full rules for the permit itself are in our Advertiser Permit 2026 guide.

What nobody tells you

  • One account, one permit holder. Ads may be published only through the account registered with the regulator, and you cannot let anyone else advertise through it (WAM). A second "work" account needs registering too.
  • The permit does not cover filming. A commercial shoot in a mall, on a beach or in the desert still needs the city filming permit. See our Dubai filming permit guide and the location-by-location breakdown.
  • Some products need a second approval. Clinics, real estate, alcohol and finance have their own advertising rules on top of your permit: see our guides to clinic advertising and real estate ads.
  • People in your frame. Filming someone without consent, even in public, can bring a fine of AED 150,000–500,000 under the cybercrime law. Blur or get a release.
  • Fines are larger than the licence. Advertising on social media without a permit costs a written warning the first time, then AED 20,000, then AED 50,000 under Cabinet Resolution 42/2025 (our full table). A year of SHAMS costs less than the second fine.

What to do in the first month

Vladimir Chernyshev, GM: "The paperwork takes a few weeks; the portfolio is what decides whether brands answer your pitch. Get the licence started, and in parallel shoot 10–15 pieces that show what you would make for a brand: one location, one product, one person, done well. Brands in Dubai ask for the permit number and a link to work, in that order."

When the permit is live, list it in your bio, keep invoices under the licence name and file every brand contract with the permit number written in.

Questions people ask

Can I be a creator in Dubai without a trade licence?

No, not if you post advertising. The NMA Advertiser Permit for residents sits on a trade licence that covers an e-media activity. Personal posts with no promotion of a third party need neither.

Do I need a licence if I only do barter collaborations?

Yes. The NMA guide covers advertising content with or without compensation, so a free dinner or hotel night in exchange for a post counts as advertising.

Is there a minimum follower count for the Advertiser Permit?

No. No follower threshold is published. The trigger is promotion of a product, service or event, not audience size.

I work for a company in Dubai. Can I post about my employer?

Promoting your own business or a company you own through your personal account is exempt, according to WAM's announcement of the permit. For an employer's products, check the NMA FAQ for your case; real estate brokers, for example, are not exempt.

What is the cheapest legal way to start?

If you already hold a UAE visa through work or family, a SHAMS Media licence at AED 5,760 a year plus the free Advertiser Permit is the lowest fully published combination we found.
