Golden Visa for content creators: criteria, process and real costs via Creators HQ

Content creators can get a 10-year UAE Golden Visa by applying through Creators HQ, which reviews the portfolio and, if it endorses you, sends a nomination email; the review takes 4–10 weeks and no follower minimum is published. Dubai's immigration authority then charges AED 1,100 for the residence permit plus AED 40 in add-ons, and AED 500 more if you are inside the UAE, before the Emirates ID and medical test. The visa does not let you earn from advertising: that still needs a trade licence and an NMA Advertiser Permit.

What the creator Golden Visa is

The Golden Visa is a long-term UAE residence that lets you live and work in the country without a sponsor. For creators, the route runs through Creators HQ, the Dubai hub at Emirates Towers that calls itself the official endorsing entity for the "Content Creators and Creative Talent" category. It grants residence for up to 10 years and can be renewed while you meet the criteria.

The category covers influencers, filmmakers, photographers, writers, podcasters, video producers and other creative professionals, according to Emirates 24|7, which summarised the Creators HQ rules in June 2026.

On the government side, Dubai's immigration authority GDRFA issues it under its "talented geniuses" card, which lists culture and art, innovators, athletes and digital technology talents among the eligible groups.

Who qualifies

Creators HQ lists four signals:

  • a proven track record of impactful content or creative work;
  • recognition or awards for your work in the content space;
  • strong potential to add value to the UAE's creative community;
  • consistent growth and engagement in your content.

There is no published follower minimum. Emirates 24|7 notes that Creators HQ has not set one and expects "meaningful impact within their niche". In practice your portfolio, press mentions, awards and audience analytics do the arguing.

Where sources disagree

Some setup agencies add criteria the official page does not mention. One agency guide says applicants must be at least 25, present a business plan and show financial stability. None of these appears on the Creators HQ Golden Visa page. We follow the official page and treat the extra conditions as unconfirmed.

The timeline also differs between two Creators HQ documents. The service page says the process takes 4 to 10 weeks. Its terms of use say processing takes 8 to 12 weeks from the date you receive the nomination email. Plan for the longer figure.

The process, step by step

Creators HQ, Gulf News and Emirates 24|7 describe the same sequence:

  1. Create an account on creatorshq.com, with the free basic membership or a paid one.
  2. Fill in the Golden Visa form with your background, portfolio, achievements and audience data.
  3. Wait for the review. If Creators HQ endorses you, it sends a nomination email with next steps.
  4. Take the medical test at Smart Salem in Index Tower, DIFC. Bring your passport, Emirates ID if you have one, and a photo on a white background.
  5. Process and print the visa at the Services 1 centre in Emirates Towers. Cancel any existing UAE residence visa before this step.
  6. Collect the Emirates ID from ICP when the SMS arrives.

GDRFA gives 5 days as the expected completion time for the residence permit itself. If you sponsor family members, Creators HQ says their visas must be cancelled before yours.

Creators HQ's terms add three points worth reading before you pay anything: fees for Golden Visa services are non-refundable regardless of the outcome, Creators HQ does not guarantee approval, and it is not responsible for delays by the authorities.

What it costs

There is no single published price. The table adds up the government lines you can check yourself.

On these lines, a creator already in Dubai pays AED 1,640 to GDRFA, AED 1,100 for the ID and AED 270–700 for the medical: roughly AED 3,010–3,440 before insurance and typing-centre charges. That is our arithmetic from the published cards, not an official total.

The AED 100-a-year note

GDRFA's card carries a note: "The issuance fee increases by AED100 annually whenever the residency is over two years." Agencies read it differently. MirDXB Pro treats AED 1,100 as the full 10-year fee but shows a second reading that adds AED 800. Ancova cites an AED 2,790 issuance package from a GDRFA investor page and admits the named lines add up to only AED 1,640. Ask the Amer centre or GDRFA for the final figure before you pay.

What the Golden Visa does not replace

The visa lets you live in the UAE. It does not license your business.

  • Trade licence. The National put it plainly when Creators HQ launched: to earn income, creators need a freelance or trade licence covering their activity. Prices vary by free zone; one agency calculator puts a SHAMS media package from AED 5,760 a year.
  • Advertiser Permit. Paid, barter or free promotion of a brand on social media needs the NMA permit. For residents it is free for the first three years, then AED 1,000, and it requires the e-media licence underneath. Our Advertiser Permit guide covers the process.
  • Filming permits. A commercial shoot at a mall, beach or landmark needs the city permit and the owner's approval regardless of your visa. See which locations need what.

You may still read that creators need a AED 15,000 "National Media Council" licence. The National reported that figure in February 2025, before the current permit regime; treat it as history.

How many creators have received it

No official total has been published. Creators HQ opened in January 2025 with a stated aim of attracting 10,000 creators, as Emirates 24|7 reported, but membership numbers and visa numbers are different things. Ignore any article that quotes a count of creator Golden Visas without a government source.

Building the portfolio

The review rewards evidence: published work, campaigns, press and steady growth. We shoot reels and photos in Dubai for creators and brands, and Savage Story (special offer) costs AED 3,500 for the first month, then AED 4,500, for 2 shooting days, 8 reels and 15 photos, as listed on our content page. We do not handle visas or nominations; Creators HQ and GDRFA do.

Questions people ask

How many followers do I need for the creator Golden Visa?

Creators HQ has not published a follower threshold. It looks at a proven track record of impactful content, awards or recognition, potential to contribute to the UAE's creative community and consistent audience growth and engagement.

How much does the Golden Visa for content creators cost?

AED 1,140 to GDRFA Dubai, or AED 1,640 if you apply from inside the UAE: AED 1,100 for the residence permit, AED 10 Knowledge Dirham, AED 10 Innovation Dirham, AED 20 delivery and the AED 500 in-country fee. A 10-year Emirates ID adds AED 1,100 on ICP's per-year formula, and the medical test is extra. Creators HQ's own service fees are not published on its site and are non-refundable under its terms.

How long does the process take?

Creators HQ says its review takes 4 to 10 weeks. Its terms of use say processing takes 8 to 12 weeks from the nomination email. After nomination, GDRFA lists 5 days for issuing the residence permit.

Can I earn money from brand deals with a Golden Visa alone?

No. The Golden Visa is residence. To advertise on social media you need an NMA Advertiser Permit, which sits on a trade licence for e-media activity. The permit is free for residents for three years, then AED 1,000.

What happens to my current UAE visa?

It has to be cancelled before the Golden Visa is printed. An employer cancels an employment visa; a family visa can be cancelled through a typing centre or online with GDRFA Dubai or ICP, depending on the emirate that issued it.
