Salaries: three data sources, three pictures
Salary data in the UAE comes in two kinds: recruiter placements at larger companies, and self-reported job-board data that skews towards small firms and junior titles. Both are real; they describe different hires. Checked on 13 October 2026, monthly gross in AED.
| Role | Recruiter placements | Benchmark for manager scope / job boards |
|---|---|---|
| Marketing manager | 25,000–40,000 (Charterhouse 2026) | 15,000–25,000 (Reap HR 2026, via HiringJet); Indeed average 8,308 |
| Digital marketing manager | 25,000–40,000 (Charterhouse); 30,000–43,000 incl. allowances (Cooper Fitch 2025, via TalentDU) | average 8,000 (GulfTalent, via TalentDU) |
| Social media manager | 18,000–30,000 (Charterhouse) | social/content manager average 6,500 (GulfTalent) |
| Social media executive | 12,000–18,000 (Charterhouse) | 6,000–10,000 (DrJobPro) |
| Content manager | 20,000–30,000 (Charterhouse) | 10,000–18,000 (DrJobPro) |
| Copywriter | 15,000–18,000 (Charterhouse) | — |
Charterhouse's figures are gross monthly salaries including basic, housing and transport, based on its own placements. A bilingual English-Arabic marketer commands a premium of 15–25%, per DrJobPro.

What a hire costs on top of salary
UAE employers pay no payroll tax for expatriates, but several lines are mandatory:
| Line | Typical cost | Source |
|---|---|---|
| Employment visa (entry permit, status change, medical, Emirates ID) | about AED 2,500 | Sarmat |
| MOHRE work permit (Category 2) | about AED 1,500 | Sarmat |
| Worker-protection insurance, 30 months | AED 137.50 | Sarmat, citing MOHRE Resolution 318/2022 |
| Health insurance, Dubai basic plan | AED 650–1,100 a year; better plans AED 1,500–4,500 | PayMetric Labs |
| End-of-service gratuity | 21 days' basic pay per year for years 1–5, 30 days after | Federal Decree-Law 33/2021, Art. 51, as summarised by Sarmat |
| Annual leave | 30 calendar days paid | Gulf Workforce |
| Recruitment agency fee | 15–20% of first-year salary | AgileHRO |
UAE nationals are different: employers pay GPSSA pension contributions of 12.5–15% instead of gratuity, per PayMetric Labs.
Worked example: year one, three hires vs agency retainers
Sarmat publishes full year-one maths for a mainland hire at three salary levels:
| Hire | Salary × 12 | Visa, permit, insurance, WPS | Gratuity accrual | Year one |
|---|---|---|---|---|
| Social media executive, AED 8,000 | AED 96,000 | AED 7,238 | AED 5,600 | AED 108,838 |
| Marketing manager, AED 15,000 | AED 180,000 | AED 8,738 | AED 10,500 | AED 199,238 |
| Senior manager, AED 25,000 | AED 300,000 | AED 12,738 | AED 17,500 | AED 330,238 |
Source: Sarmat; gratuity is calculated on the full salary as basic in these scenarios. Add a 15–20% recruitment fee if you use an agency to hire: AED 14,400–19,200 on the first row.
Against that, agency retainers per year:
| Agency option | Monthly | Year |
|---|---|---|
| Fynx: retainer covering similar services | AED 4,000–8,000 | AED 48,000–96,000 |
| SMM retainer (published Dubai range, see SMM cost) | AED 3,000–12,000 | AED 36,000–144,000 |
| Savage Story, our content subscription (special offer) | AED 3,500, then 4,500 | AED 53,000 |
| Savage Full, production + content + sales automation (special offer) | AED 9,900 | AED 118,800 |
What these numbers don't show: an in-house executive at AED 8,000 is one person with one skill set, while the content itself (shooting, editing, design, ads) usually needs several skills. Fynx's view is that in-house becomes cost-competitive when you need three or more full-time specialists.

What nobody tells you
Gratuity is calculated on basic pay, so structure matters. Sarmat calls inflating basic salary to pad a headline the single biggest founder mistake: it raises the gratuity liability for the life of the contract. Agree the basic/allowance split before the offer.
Health insurance cannot be deducted from salary. It must be fully employer-funded, PayMetric Labs notes, and since 1 January 2025 it's mandatory across all seven emirates, per Gulf Workforce.
An in-house marketer still buys production. Unless they shoot and edit, you'll pay for photo and video on top; see video production cost and photographer cost.
Replacing a person costs twice. An employee who leaves takes the knowledge with them, and hiring the next one restarts the visa cycle and the recruitment fee. Check an agency's minimum term just as carefully before you sign.
The hybrid is common. Vladimir Chernyshev, GM: "The set-up we see work best for SMEs is one in-house person who owns the strategy and the customer, with production and ads outsourced. The in-house person checks the agency; the agency gives them hands."

| Need 3+ full-time specialists | In-house team |
| Testing a new market or concept | Agency, month to month |
