CRM cost in the UAE: the licence is the small part, set-up and WhatsApp are the bill

Sales team with headsets working on laptops

CRM licences for a small UAE team cost from about AED 4,400 a year (Bitrix24 Standard, flat for up to 50 users) to AED 37,000 (HubSpot Sales Professional for 8 seats with onboarding), based on vendors' pricing pages as compiled by Chatmi. Set-up is usually the bigger line: AED 15,000–45,000 for a small service business, per SLGO, or AED 3,500–9,000 for a lightweight Zoho set-up, per Skimbox. WhatsApp integration can cost more than the CRM itself.

Where these numbers come from

Licence prices come from vendors' own pricing pages as compiled by Chatmi on 25 September 2026 and IGP in August 2026; vendors bill in USD and we convert at 3.6725. Set-up prices come from UAE implementation partners' published ranges, which are asking prices. Checked on 13 October 2026.

Worked example: one 8-person sales team, five CRMs

Licences for a year, annual billing, at list price:

CRMCalculationYear-one licencesWhatsApp in the box?
Bitrix24 Standard12 × USD 99AED 4,363Disputed: connector at AED 4,800–14,400 a year per SLGO
HubSpot Starter8 × 12 × USD 20AED 7,051No: needs Marketing/Service Hub Professional
Zoho CRM Professional8 × 12 × USD 23AED 8,109Yes, official API on paid plans; messages prepaid
Kommo Base8 × 12 × USD 25AED 8,814Yes, 1 number
HubSpot Sales Professional8 × 12 × USD 90 + USD 1,500 onboardingAED 37,239No: needs Marketing/Service Hub Professional

Add a set-up of AED 5,000–20,000 for this team size and year one lands between roughly AED 9,400 (Bitrix24, light set-up, no connector) and AED 57,000 (HubSpot Professional, full set-up). SLGO puts it bluntly: anyone choosing a CRM on licence price alone is optimising about 15% of the bill.

Headcount changes the order. Per SLGO, at 15 users Zoho Standard passes AED 9,000 a year while Bitrix24 Standard has not moved. Below five users, the difference is a few hundred dirhams.

What nobody tells you

The WhatsApp line decides more than the CRM. In the UAE most leads arrive on WhatsApp. SLGO says Bitrix24 has no native WhatsApp API and needs a connector at AED 400–1,200 a month, two to six times the licence; Chatmi lists an official channel built in from Basic. Test the exact plan with your number before you sign. Meta's per-message fees come on top; see our WhatsApp Business API guide.

Arabic interface is not universal. Per Chatmi, Arabic is not in HubSpot's interface language table, and Kommo's interface has no Arabic. Zoho has the strongest Arabic support, per Shyphan's comparison.

Data residency. Zoho announced data centres in Dubai and Abu Dhabi in January 2026, IGP notes, which matters for clinics and government work. IGP also flags that Dubai's DET credit offer for Zoho was tied to the US data centre as of mid-2026. Check before you rely on either.

Cheap set-ups are often just an import. GoDesign describes a client who paid AED 9,000 for a CSV import and a logo on the dashboard, then AED 18,000 for a working Zoho with WhatsApp and accounting. Ask for the pipeline design, automations and training in writing.

Adoption is where projects fail. SLGO estimates two to three months before a team works inside the CRM rather than around it. Close the old spreadsheet.

A CRM doesn't reply to leads. It stores them. Speed of first reply is still on your team, or on an AI assistant.

Questions people ask

How much does a CRM cost per user in the UAE?

Zoho CRM runs USD 14–40 per user a month billed yearly (about AED 51–147), HubSpot Sales Hub USD 20 Starter to USD 150 Enterprise, Kommo USD 25–45. Bitrix24 charges per organisation: USD 99 a month covers up to 50 users on Standard.

How much does CRM implementation cost in Dubai?

AED 3,500–9,000 for a lightweight Zoho set-up (Skimbox), AED 5,000–20,000 for a configured HubSpot, Zoho or Odoo set-up (JRHQ), and AED 15,000–45,000 for a full small-business rollout with integrations (SLGO, CubicSofts). Mid-market projects run AED 35,000–80,000.

Which CRM has WhatsApp built in?

Zoho CRM and Kommo connect to the official WhatsApp API on paid plans. HubSpot needs Marketing or Service Hub Professional for WhatsApp in the inbox. For Bitrix24, sources disagree: one says it needs a third-party connector at AED 400–1,200 a month, another lists an official channel from Basic.

Is there a free CRM?

Yes. Zoho is free for up to 3 users, HubSpot's free tools for up to 2, and Bitrix24's free tier allows unlimited users. Free tiers lack automation, which is where most of the value is.
