How Meta charges in 2026
Since 1 July 2025 Meta has charged per delivered message, not per conversation. Messages from customers to you are free. Each message you send falls into one of five categories, and the price depends on the category and on the country code of the recipient's number. A UAE number (+971) has its own line on the rate card.
| Category (UAE number) | USD | AED |
|---|---|---|
| Marketing template | 0.0576 | 0.2115 |
| Utility template | 0.0157 | 0.0576 |
| Authentication template | 0.0157 | 0.0576 |
| Authentication-international | 0.051 | 0.1872 |
| Service (free-form reply) | 0.0157 | 0.0576 |
| Meta Business Agent | USD 2.00 per 1 million tokens | — |

Utility and authentication get volume discounts. For the UAE, utility messages above 100,000 a month drop 5%, and the discount grows step by step to 25% above 80 million. Marketing messages have no volume tiers.
A quick sense of scale: 1,000 marketing templates to UAE numbers cost USD 57.60 in Meta fees, or AED 211.50. The same number of order confirmations costs AED 57.60.

What changed on 1 October 2026
This is the change most guides have not caught up with. Meta's page lists two kinds of messages that were free and are now charged:
- Service messages. Free-form replies inside the 24-hour window had been free since November 2024. Now each business phone number gets 1,000 free service messages a month, and Meta charges from the 1,001st. The allowance resets monthly and does not roll over.
- Utility templates inside an open window. Free since July 2025, now billed at the utility rate.
Meta also warned that if a business or its provider had no payment method on file by 30 September 2026, service messages would stop being delivered once they became chargeable. Eligible government bodies and non-profits keep free service messages through 31 December 2027.
Where messages stay free
The free entry point window survives. When someone writes to you from a Click-to-WhatsApp ad or a Facebook Page button on the mobile app and you reply within 24 hours, Meta opens a window that "may remain open for up to 7 days". Inside it, marketing, utility, authentication and service messages are all free. Only Meta Business Agent messages are charged.
For a Dubai business that buys leads with Meta ads, this matters: a chat that starts from a Click-to-WhatsApp ad costs nothing in WhatsApp fees for up to a week.
The 24-hour window and template categories
When a customer messages you, a 24-hour customer service window opens and resets with each new message from them. Inside it you can send free-form text, images and buttons. Outside it you can only send pre-approved templates.
Meta sorts templates into three categories, and its guidelines decide the price, not your label:
- Marketing: offers, announcements, abandoned cart reminders, birthday greetings. A template that mixes an order update with a promo counts as marketing.
- Utility: confirmations and updates triggered by something the customer did, such as a booking or payment.
- Authentication: one-time passcodes.
New accounts also start small. A new business portfolio can message 250 unique users in 24 hours outside open windows. Business verification raises that to 2,000, and good quality ratings then lift it automatically to 10,000, 100,000 and unlimited.

Provider fees vs direct Cloud API
Meta's Cloud API is free to connect; you pay only message fees. What you don't get is an inbox for your staff, a chatbot builder or support. Business Solution Providers (BSPs) sell that layer, and their pricing models differ:
| Provider model | Example | What you pay on top of Meta |
|---|---|---|
| Per-message markup | Twilio | USD 0.005 per message, inbound or outbound |
| Monthly fee per number | 360dialog | EUR 49, 99 or 500 per month; states no markup on Meta fees |
| Direct Cloud API | Meta | Nothing; you build and host the software |
Ask any provider three questions: is Meta's fee passed through at cost, what does it charge per message or per month, and in which currency will you be billed.
Where sources disagree
Twilio's pricing page still says Meta charges nothing for utility messages inside a customer service window. Meta's own page says that ended on 1 October 2026. Older guides also describe the free entry point window as 72 hours, while Meta's current page says up to 7 days. We follow Meta.
AI chatbots: what Meta allows
Meta's terms, updated on 15 January 2026, allow "AI Providers" (makers of large language models, generative AI platforms and general-purpose assistants) to offer general-purpose AI assistants on the platform only where Meta is legally required to permit it. Meta's page lists Brazil (+55) as such a market as of May 2026.
That rule targets ChatGPT-style assistants. A business that uses AI to answer its own customers, qualify leads or book appointments is a normal platform user, and Meta charges it the standard rates.
Meta now also sells its own option, Meta Business Agent, at USD 2.00 per million tokens. Meta estimates a message at 20,000 to 25,000 tokens, roughly 4 to 5 US cents, and says Business Agent messages are charged even inside the free entry point window.
The blue tick
People still say "green tick". Meta's current documentation calls it an Official Business Account and describes a blue checkmark. To apply you need:
- 30 days on the WhatsApp Business Platform.
- A business portfolio that passed Business Verification.
- Two-step verification on the number and an approved display name.
- Compliance with the WhatsApp Business Messaging Policy.
If Meta says no, you can reapply after 30 days. Without the badge your number does not show up when users search inside WhatsApp, though people who saved it see your display name.
UAE rules on top of Meta's
Meta's terms are only half of it. Marketing messages you start are also covered by the UAE telemarketing rules, Cabinet Resolutions 56 and 57 of 2024: opt-in, no numbers from the Do Not Call Register, sending hours and fines up to AED 150,000. The data you collect falls under the PDPL. We cover both in WhatsApp marketing rules and PDPL, and the website side in PDPL for websites.
The cheapest and safest setup follows from the prices above: get customers to write first, through Click-to-WhatsApp ads, a site button or a QR code, then answer fast inside the free windows.
