The complaint, in agents' own words
A post on r/dubai in September 2025 put it bluntly: "Meta ads? Completely full of garbage leads". The author, who says he spoke to many agents, estimates that "70–80% of the leads end up being fake numbers, casual browsers, or people with zero budget" and that "agents waste hours chasing nonsense". That percentage is one person's estimate; nobody publishes a measured junk rate for Dubai property leads. The pattern he describes is real enough to plan around.
Two things make it worse, and both are fixable: the form lets anyone submit in two taps, and the broker replies hours later, when even the serious buyer has spoken to three other agencies.

Why speed beats filtering
The best-known data on this comes from a study of 1.25 million leads across 42 US companies. Firms that tried to contact a lead within an hour were nearly seven times as likely to qualify it as firms that waited an hour longer, and more than 60 times as likely as those that waited 24 hours (HBR, 2011). It is not Dubai data and not property-specific, but the mechanism is the same: a buyer who just tapped "submit" is still looking at their phone.
An AI agent solves the speed half at any hour. The qualifying questions solve the junk half: a fake number never replies, a browser stops at the budget question, a buyer answers.
The qualifying script for Dubai property
Ask one question at a time, in the buyer's language, and keep it under six questions before the handoff.
| # | Question | Why it matters | Hand to a broker when |
|---|---|---|---|
| 1 | Buy or rent? Ready or off-plan? | Different teams, different documents | Always route |
| 2 | Budget range | The single best filter | Budget fits the listing or a similar one |
| 3 | Cash or mortgage? Pre-approved? | Mortgage buyers without approval take months | Cash, or mortgage with pre-approval |
| 4 | Area and property type | Lets the agent offer alternatives with valid permits | Matches stock |
| 5 | When do you want to move or transfer? | Separates now from someday | Within 3 months, or a firm off-plan payment date |
| 6 | Live in or invest? In the UAE now? | Changes the pitch and the viewing logistics | Ready for a viewing or a video call |
Everything the agent says about a property must come from your current, permitted listings. If a listing has no valid permit, the agent should not send it.

Fix the form before you add AI
Meta's instant forms have two main types. The default, More Volume, is quick to fill out. Higher Intent adds a review screen where the person sees their details and confirms before submitting. Practitioners report fewer leads and better quality from Higher Intent, with the caution that it should be tested rather than assumed (WordStream).
Three changes cost nothing:
- Switch to Higher Intent for property campaigns.
- Add one qualifying question (budget range) as a multiple choice.
- Send the form straight into WhatsApp so the first reply arrives while the person is still on Instagram.
What the agent must not do under Dubai rules
Advertise without a permit. Every property ad, including an Instagram post or a story, needs a Trakheesi permit (AED 1,000 + AED 20, 1 working day) and its QR code. Advertising without one is fined from AED 50,000, doubled on repeat. DLD fined 256 brokers and issued 1,200 warnings in the first half of 2024 alone. Full rules: Trakheesi guide.
Invent prices or availability. The agent quotes from your listing data. If the data is old, it says "let me confirm with the broker" and hands off.
Broadcast to people who never opted in. Answering a lead's own question is service. Sending new listings to old leads is marketing, which under Cabinet Resolution 56/2024 needs opt-in, 9:00–18:00 sending hours and no Do Not Call Register numbers. Fines run AED 10,000 to AED 150,000. See WhatsApp marketing and the PDPL.
Forget the broker's own permit. A broker who advertises listings on a personal Instagram also needs an NMA Advertiser Permit; the employee exemption does not cover brokers. See the Advertiser Permit guide.
A 72-hour flow that works
| When | What happens | Who |
|---|---|---|
| 0–30 seconds | Reply with the answer to the question asked, plus question 1 | AI agent |
| 1–5 minutes | Questions 2–6, alternatives from permitted stock | AI agent |
| On a fit | Alert to the broker with a summary; broker calls or sends a voice note | Broker, within 15 minutes in working hours |
| Night or weekend fit | Agent books a call slot for the morning and confirms it | AI agent |
| 24 hours, no reply | One reminder about the property they asked about | AI agent |
| 72 hours, no reply | Lead closed as "no response" in the CRM | AI agent |
Worked example: what the junk costs today
Assumptions for illustration, not market data: an agency spends AED 10,000 a month on lead ads and gets 200 leads, so AED 50 per lead. A broker spends 10 minutes per lead calling and messaging.
| Line | Calculation | Result |
|---|---|---|
| Broker time on all leads | 200 × 10 min | ~33 hours a month |
| If the poster's 70% junk estimate held | 140 junk leads × 10 min | ~23 hours on nobody |
| Ad money behind junk leads | 140 × AED 50 | AED 7,000 a month |
| Savage Sales answering and filtering all 200 | Special offer | AED 3,999 a month |
Change the inputs to your own numbers: the point is that broker hours and ad money spent on non-buyers usually cost more than the system that filters them. The money side of property ads is in Google Ads cost in the UAE and Meta ads cost.
What nobody tells you
Portal leads need the same speed. Leads from Bayut, Property Finder and Dubizzle arrive by call, WhatsApp and email. If the agent only covers Meta forms, the portal leads still wait.
Content quality changes lead quality. A listing video that shows the real unit, the view and the price filters browsers before they write. Our notes on what works: real estate content for agents and what property video costs.
Brokers must trust the alerts. If the first week sends three hot leads that turn out cold, brokers stop reading alerts. Start with strict criteria and loosen them.
Off-plan has extra rules. Developers need written DLD permission to advertise off-plan projects; check the Trakheesi guide before an agent pitches a launch.
