Personal or commercial: decide first
No Dubai authority publishes a line between a tourist's photo and a commercial shoot. A travel guide that checked official sources found no published photography rule at all for most malls, beaches and the metro. What exists is a system built for commercial work: a city filming permit, AED 520 per application, and the approval of whoever owns the location.
Our working rule: if the photos promote a business, a brand deal or paid content, or if you bring a crew, lights or a model, treat the shoot as commercial. A birthday shoot of you and your partner with one photographer is personal. A content creator shooting a hotel's barter collaboration is commercial, even on a phone. The full process is in our filming permit guide.

When to shoot
Light in Dubai is harsh from mid-morning to late afternoon most of the year, and in summer the heat is a safety issue. From 15 June to 15 September, employers may not have staff work outdoors between 12:30 and 15:00, and that covers your photographer's assistant too. Our summer shoot guide has the call sheet.
| Season | Plan | Why |
|---|---|---|
| November – March | Golden hour plus a longer afternoon window | Mild heat, clearer air |
| April – May, October | First and last hour only | Heat builds quickly after sunrise |
| June – September | Sunrise or the 40 minutes before sunset; interiors at midday | Heat, humidity, lens fog when leaving AC |
Exact sunrise, sunset and golden-hour times by month are in our golden hour guide.

What to wear
There is no published dress-code law for visitors. The UAE government portal says, as guidance, that visitors should dress modestly in public places and that swimwear should not be worn outside the beach, water parks or pools; Dubai's tourism authority says swimwear is not appropriate in business districts and malls and advises conservative dress at historical sites. For a shoot, that translates into:
| Location | Works on camera | Avoid |
|---|---|---|
| Beach | Swimwear, linen, flowing dresses | Walking to the car park in swimwear |
| Old town, Al Seef, museums | Long linen, earth tones, modest cuts | Sleeveless tops, short shorts |
| Marina, Downtown at blue hour | Saturated colours, evening wear | Black on black at night |
| Desert | White, sand, rust, flowing fabric | Busy patterns; open shoes in hot sand |
| Mosque visit | Full cover; abayas often lent | Anything tight or short |
What a shoot costs by type is in our photoshoot prices guide. Practical additions from our shoots: blotting papers, a fan, a second outfit in a cool bag, and a cover-up for every move between locations.
People in the background
A location approval covers the place, not the people in it. Photographing someone without their consent, even in public, can lead to prison of at least 6 months and a fine of AED 150,000 to 500,000. At busy spots like JBR or the fountain, shoot early, frame strangers out or out of focus, and do not post close-ups of children who are not yours. Drones need their own approvals; see our drone guide.

What nobody tells you
- Security decides on the day. Even where nothing is published, a guard can stop a tripod or a reflector. Hand-held and small kit get stopped far less often.
- The famous angle has a queue. Burj Khalifa from the boulevard at sunset has dozens of people doing the same shot. Creek Harbour or Business Bay give the skyline without the crowd.
- Wind ruins hair on the waterfront. In our experience the beach and the Marina get breezy in the late afternoon; plan hair and fabric accordingly.
Vladimir Chernyshev, GM: Most bad Dubai photoshoots fail on timing, not location. Pick one spot, arrive 40 minutes before sunset and leave when the blue hour ends. Three locations in one evening means three rushed sets.
