Market ranges in AED
No UAE authority publishes app development prices. Every figure below comes from agency or directory guides, checked on 13 October 2026. They show what developers ask, and the same brief can draw quotes several times apart.
| Level | Decipher Zone (05.2026) | NomadX (10.2026) | Matrix Minds (07.2026) |
|---|---|---|---|
| Basic / MVP | AED 18,000–92,000 | AED 25,000–80,000 | AED 40,000–80,000 |
| Mid-level | AED 92,000–294,000 | AED 90,000–300,000 | AED 90,000–180,000 |
| Complex | AED 294,000–735,000 | AED 300,000–1,000,000+ | AED 200,000–350,000+ |
| Enterprise / AI | AED 735,000–1,470,000+ | — | AED 250,000–500,000+ |
Sources: Decipher Zone, NomadX, Matrix Minds. A fourth guide, from Xntric, gives one span: AED 35,000 for a basic MVP to AED 200,000+ for complex, AI-integrated platforms.
Where the sources disagree
The basic tier is close across guides: most land between AED 18,000 and AED 92,000. The top end splits. Matrix Minds stops its enterprise band around AED 350,000, while Decipher Zone starts complex apps at AED 294,000 and runs enterprise past AED 1.4 million. Each agency defines 'complex' its own way, so compare the feature list in a quote, not the label.

What moves the price
Agency guides list the same drivers.
- Number of user roles. A booking app for customers is one product. Add a provider app, a courier app and an admin panel, and you build four.
- Integrations. Payment gateway, CRM, ERP, maps, delivery APIs. Each needs setup and testing.
- Platform approach. Flutter or React Native serve iOS and Android from one codebase; Xntric estimates this saves about 30% against two native apps.
- Arabic and right-to-left layout. UAE guides list Arabic RTL as a must-have for the local market. It changes layouts, not only text.
- Real-time features. Chat, live tracking and streaming push an app into NomadX's complex band.
- Who builds it. Matrix Minds says the same scope built by a remote team in Egypt lands well below Dubai agency bands.
E-commerce apps cost more
An online shop in an app needs a catalogue, cart, checkout, delivery rules and order management. One agency's 2026 guide gives these bands:
| Business model | AED range | Typical timeline |
|---|---|---|
| Single brand (D2C) | AED 55,000–185,000 | 2–4 months |
| B2B ordering | AED 147,000–440,000 | 3–7 months |
| Subscription commerce | AED 110,000–330,000 | 3–6 months |
| Multi-vendor marketplace | AED 185,000–550,000 | 4–8 months |

Running costs after launch
The build is the first bill, not the last.
| Item | Cost | Source |
|---|---|---|
| Apple Developer Program | USD 99 a year | Apple |
| Google Play account | USD 25 once | |
| Maintenance, hosting, updates | 15–20% of build cost a year | Xntric, CodeAegis, Decipher Zone |
| Store commission on digital sales | 15–30% | Apple, Google |
Maintenance is the line people forget. Apple and Google release new OS versions every year, and an app that nobody updates starts breaking. Decipher Zone adds that year-one marketing often costs 30–50% of the build; that is one agency's estimate and depends on your plan. We found no reliable published figure for server hosting alone in the UAE; it depends on users and architecture.
Store commission applies only to digital goods sold through the stores' billing: 30% standard at Apple, 15% in the Small Business Program for developers under USD 1 million a year, and 15% on Google's first USD 1 million. How to register the store accounts as a company is covered in publishing an app as a UAE company.
Worked example: year one of a AED 60,000 MVP
Take a build price of AED 60,000, which sits inside the basic band of both Decipher Zone and NomadX. This is our arithmetic on published figures, not a quote.
| Line | Year one |
|---|---|
| Build | AED 60,000 |
| Maintenance at 15–20% | AED 9,000–12,000 |
| Apple membership | USD 99 |
| Google Play account | USD 25 |
| Total before marketing | AED 69,000–72,000 plus USD 124 |
| Marketing at Decipher Zone's 30–50% | another AED 18,000–30,000 |
From year two, the build line disappears and the AED 9,000–12,000 of maintenance plus USD 99 stays. Most quotes show only the first line.
Start with an MVP
A minimum viable product has only the features that prove people will use and pay for the app. Xntric puts an MVP build at 8 to 12 weeks against 3 to 6 months for a full build.
How we cut a first version:
- Write down the one action the app exists for: book, order, pay, track.
- Keep one user role on the phone; run the rest from a web admin panel.
- Use one cross-platform codebase for iOS and Android.
- Postpone chat, loyalty points and recommendations until real users ask for them.
- Put the remaining budget into launch: listings in English and Arabic, and ads to bring the first users.
Ask a second question before the first: does it need to be an app at all? A restaurant menu, a booking form or a catalogue often works as a fast website that customers open from a link, with no download.
What Savage Media charges
We don't publish a fixed app price, as our app development page says: we name the scope and price after one conversation. For smaller tasks, these prices are published:
| Savage Media | Price | When it fits |
|---|---|---|
| Mobile app (iOS + Android) | Quote after one call | Repeat customers, bookings, loyalty, own product |
| Website | Special offer: from AED 3,200 | Presence, leads, catalogue |
| Digital menu | Special offer: from AED 299/month | Restaurants and cafés |
If the app should also answer leads, our AI sales automation replies on WhatsApp. For the website route, see how much a website costs in Dubai.
Questions to ask before you sign
- Is the price fixed for a written scope, or billed by the hour?
- Does the quote cover both iOS and Android, and the admin panel?
- Is Arabic with right-to-left layout included?
- Who owns the source code and the store accounts?
- What does maintenance cost per month after launch?
- Who submits the app to the stores and handles a rejection?
