Three audiences, one language
A Russian-language channel made in Dubai is watched by three different groups, and they behave differently:
| Audience | What they search for | Can YouTube show them ads? | What they are worth to a Dubai business |
|---|---|---|---|
| Russian speakers living in the UAE | Services, schools, clinics, prices, rules | Yes | Direct clients |
| People in Russia and the CIS planning a move, a business or a property purchase | Visas, company setup, property, cost of living | Not in Russia; yes in Kazakhstan and elsewhere | Future clients, often the biggest buyers |
| Visitors and tourists | Places, food, things to do | Depends on where they watch from | Short-term customers |
Most channels mix the three without deciding which one pays. Decide first, because it changes topics, titles and the call to action.

How big is the Russian-speaking audience in the UAE?
Nobody knows exactly. The UAE does not publish residents by nationality, as the Gulf Labour Markets and Migration programme notes, and embassies only count those who register. The published numbers disagree by a factor of almost thirty:
| Estimate | Source |
|---|---|
| About 100,000 Russian speakers, of whom about 40,000 Russians (2019) | Russian embassy via WAM |
| 69,000 Russians and 147,000 Russian speakers (end of 2021) | GLMM brief, citing earlier estimates |
| At least half a million Russian speakers in the country at any time, tourists included (2023) | GLMM brief |
| About 25,000 Russians moved to Dubai since 2022 | Bloomberg Economics, as reported by AGBI |
| About 300,000 Russian residents now, down from up to 500,000 | AGBI columnist's business sources, 2025 |
Add the visitors: 758,000 Russians came to Dubai in 2022 alone. For planning, use the estimate in your own ad account for Russian-language users in the UAE, not any of the figures above.
Why views from Russia pay almost nothing
YouTube disabled advertising in the Russian market and suspended monetisation for Russian users after February 2022, and in 2025 began detecting viewers who reach it through VPNs. On top of that, Russia throttled YouTube from mid-2024. Mediascope data reported by The Bell shows the daily audience in Russia falling from 55.7 million to 27.5 million by April 2025, and the monthly audience from over 96 million to 79 million.
The consequence for a channel run from Dubai: a video with 100,000 views, most of them from Russia, may earn close to nothing from ads. The ad-eligible part of your audience is in the UAE, Kazakhstan, Europe and other countries. The UAE itself has 8.37 million YouTube ad-reachable users, most of whom do not watch in Russian.
To earn any ad revenue at all, the channel must join the YouTube Partner Program: 1,000 subscribers plus 4,000 watch hours in 12 months, or 10 million Shorts views in 90 days.

So what is a Russian-language channel for?
For a Dubai business, the channel is a sales tool. A person deciding whether to buy an apartment, open a company, move their children to a school or book a procedure watches long explanations before contacting anyone. A video that answers their question honestly, with numbers and your face, does the first meeting for you. This works best for expensive decisions: property, company setup, education, medicine, relocation. For a coffee shop, Instagram and Telegram usually do more.
A working setup we recommend:
- One long video a fortnight, 8–20 minutes, answering one question a client asked this month.
- 3–5 Shorts cut from each video, published on YouTube Shorts, Instagram and TikTok.
- A link to WhatsApp or Telegram in the first line of the description and a pinned comment.
- Russian titles that match how people search, including the word "Дубай" and the year where the topic changes.
- English subtitles on videos that also serve international clients.
Russian speakers in Dubai also live in Telegram: read our guide to Telegram ads for the Russian-speaking audience. A channel and a Telegram presence feed each other.
Rules that still apply
A channel that promotes your own business uses the owner exemption from the NMA Advertiser Permit. The moment you accept money or products from other brands for integrations, you need the permit and an e-media trade licence: see our Advertiser Permit guide. Filming in public places for a commercial channel needs the city filming permit, and recognisable people in frame need to consent, as our guide on photographing people in the UAE explains. Property videos have their own rules under Trakheesi.

What nobody tells you
- Your analytics will lie about geography. Viewers in Russia on a VPN appear as Netherlands, Germany or Finland. A sudden "European audience" on a Russian-language Dubai channel is often Russia in disguise.
- Subscribers from 2022 are not your audience in 2026. Many relocation channels grew on the 2022 wave of moves. If most of your subscribers came for "how to move", your current client may never see your new videos. Check the age of your returning viewers, not the subscriber count.
- Shorts do not build trust for big purchases. They bring people to the channel; the long video closes. Plan both.
Vladimir Chernyshev, GM: For Russian-speaking clients in Dubai, YouTube works as a long, honest sales meeting recorded once and watched a thousand times. Judge it by the number of people who write "I watched your video" in WhatsApp, not by views.
